Water Over the Bridge. Around 30 seconds of exposure blur out the moving clouds.

Miracle? 30 seconds of exposure on fast-moving clouds give this result.

Conqueror of Time. I created the effect on the moving clouds with a 1.5+ - minute exposure. Extended exposures help create a blur effect on moving elements in the frame (water, clouds, cars, people etc...); the technique is often referred to as "time painting"; it is performed in-camera, NOT with Photoshop.
